Adding "quick to master" feat for different race

It seems that this feat is only informative and doesn’t actually give additional feat or skill at first level. Wiki states it is hardcoded to the 6 line in racialtypes.2da file. Is it still the case in EE and is there any workaround for this?

In v35 it will be controlled by racialtypes.2da. Then you can set any race to have 1 (or more) additional skillpoints per level or feats at first level.

I bet, this is still hardcoded. Btw. there are some more feats of informative character and some hardcoding in background.

It was unhardcoded a while ago, racialtypes.2da has a ExtraFeatsAtFirstLevel column which deals with it
