Absolutely. But was it worth to include it in CEP which was never about tilesets in first place is completely different question.

Facts:

  • CEP 2 contains 18 tilesets (or more - e.g. City Exterior merges 4 tilesets)
  • Recently, builders voted tileset clean-up as top priority (done in 2.68)
  • Adding more tilesets was also popular

So whatever may have happened in the past, today CEP 2 is a popular one-stop shop for content of all sorts. Of course, builders can easily add more tilesets on top.
