I usually change things like this by loading the dds file into the program Gimp: https://www.gimp.org/. In that program (and I would guess that paint.net is similar, but I don’t know) I use the color balance tool under the color menu and fiddle around there. That usually does the trick. At least this works when doing it in NWN2, and I would guess that it’s no different in NWN1.

Well, a texture is just a picture, and I think there are no differences between NWN 1 and 2.
Paint.net dosnt seem to have a color balance with RGB channels, there is only a dialogue to adjust color, brightness and saturation, that makes the things tricky …
Well, then try Gimp instead perhaps? It’s free and a good program.
A given colour can be expressed as RGB or HSI.
Here’s a calculator if paint.net doesn’t have one.
Photoshop lets you tweak either - though I can understand why people don’t want to pay top dollar for it.
