NWN "saving throw" question

I love how user friendly the NWN1 toolset is, such as allowing you to make your own monster(s). I, for example, made a “Godzilla” in NWN and naturally he has impressive fortitude save throws. When I cast a “Wail of the Banshee” against him he typically will get a success of anywhere from 45 to 55 or 60 vs a DC of 31.

However, when he rolled a 43 vs the same spell DC (and same spell), he failed against the spell and was killed. Now this isn’t the first time I’ve seen this happen to large fortitude monsters, but the others have similar stories as the one I just told here.

Why does the game count it as a failed roll when the number itself was higher than the DC of the spell in this example?

Did Godzilla take 1 in its dice throw? That’s an automatic fail

And is DC31 modifiable by the spell caster level?
