However, registration seems to be disabled. If you click the “help” buttons it only lets you register for wikimedia which is no help.’
Does anyone know who hosts/owns NWN Lexicon to enable registration again?

registration on the lexicon had been disabled because spammers would completely destroy the site. An admin can hook you up with an account: @Proleric, @squattingmonk, @Fester_Pot or me.
In the future, we might consider moving all content to https://nwn.wiki. But I don’t have much time to even think about that.
