Scripting Ambience NPCs

Does anybody have an idea of how to script ambience NPCs? Let me explain. I have a big city space for a module and it looks empty, so I thought of doing something like what they did in Mulsantir where there were unintractable NPCs that wandered around the streets randomly. Thanks in advance.

Under “Variables” on the character’s Properties, set X2_L_SPAWN_USE_AMBIENT=1.
This will make them wander around a bit at random.
