ADWR has a (very basic) forge, as does Pirates of the Sword Coast and Hordes of the Underdark. The Pretty Good Character Creator / Customizer (PGC3) powered by IGIPE is the most useful stand alone forge I’ve yet seen. Any others?
Also, is their a forge that can give an item Mounted Combat, Mounted Archery and Rapid Reload (not Rapid Shot) feats?
Forge of Wonders. it lets you add every kind of feat, skill, boost, spells and more that you can think of onto weapons, gear, potions, anything that can be used. it would definitely have what youre looking for.

I use a version of Omega Forge in Enigma Island 3 and Dark Energy. Very happy with it, but you’d need to script those new feats that came with 1.69 (not too difficult, just copy and tweak the code for existing feats).
It allows some feats, but not most unfortunately.

Great modules though.
Install CCOH v6+ and you can modify any item in any possible way (visuals, properties, name, description) in any module.
